Sheff Wed Confronts Major Issues, States Independent Regulator

'Our role is integral to football's future' - football oversight chief the regulator's chair

The team's ongoing struggles constitute a "serious issue" and the football regulator is seeking powers to look into club affairs in such situations, the newly appointed chairman the official has announced.

In a wide-ranging interview, the regulator, who was appointed on Monday, showed understanding towards Wednesday's fanbase.

The regulator engaged with four fan organizations associated with the South Yorkshire club this week.

The football club have been experiencing difficulties in multiple areas in the current year, with the club delaying salary disbursements on several different times, including in the autumn.

"Obviously the club has become a major concern for the league and a substantial concern for English football," the chairman stated.

"Sheffield Wednesday is one of the great brands for the English game and recently we have met fan representatives.

"We are seeking authority... which will permit us to bring Sheffield Wednesday - and other clubs referred to us if they warrant scrutiny and addressed."

Monetary Issues and Ownership Situation

The club's controversial proprietor the Thai businessman indicated in the summer he would be prepared to relinquish control at the stadium, but he has failed to complete a sale with interested parties.

Delayed salary payments on time in earlier this year caused limitations by the football authorities in June, blocking the team from conducting any transfers or loans for the subsequent signing windows, although the ban was rescinded in the end of the transfer window.

Regulator's Perspective

The regulator explained: "The job [of the regulator] is there for the fans of Sheffield Wednesday, Bury or any football club where supporters are loyal to a local institution that has represented their community in many cases.

"I have absolute sympathy for the club's situation, as I do for all the clubs that since 1992 have gone to the wall, or nearly ceased operations, for reasons that have nothing to do with the supporters."

When asked if the regulator could force an proprietor to divest a club if they are deemed unsuitable, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we collect the information and know what's going on, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the oversight body would choose to collaborate with owners.

"The final option we would consider is begin intervening in an specific team, an individual owner, without being in a position to cooperate with that proprietor to address the challenges confronting the team and the owner's facing," Kogan said.

"But the truth is, when you look back over the history of football, over the recent generations there have been some owners, not many, but certain individuals who have acted carelessly in the approach they have taken toward their organizations and finally don't wish to take responsibility for the future."

Wednesday followers have been voicing opposition to the team's chairman in recent months

'If we get it wrong, extraordinary progress vanishes'

Kogan met with officials from numerous teams to lay out the remit of the regulator on Wednesday and stated it constituted a "forward-thinking discussion" with a "high level of engagement" from the National League to the Premier League.

"It's a job that's actually really important, because should mistakes occur, if the football community fails, the significant advances achieved could disappear incredibly quickly," the regulator warned.

"And that's what nobody wants in the realm of domestic football is a major achievement - we've got to keep it going.

"There's an enormous amount of money entering the sport and has been invested for the recent generations, because there are no assurances it will persist in entering the game, which is part of the rationale behind I think we have to maintain a focused outlook on potential dangers and naturally, of the immediate future."

Top Flight Apprehensions

The Premier League opposed the creation of a regulator because of fears of a negative impact on the Premier League's sporting equality, but the regulator stated: "I fully support the achievement and development as an financial organization of the Premier League.

"Being fully aware of the apprehension regarding damaging the top flight as an elite competition of the nation. But simultaneously, if you talk to the Premier League after this week's discussion, they would have had a high level of reassurance -and, actually, they have been telling us in private they have a significant confidence."

Ideological Links

The regulator remains subject to a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the political party in the past.

The official provided financial support for government minister the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the chairman stated.

"I am no longer involved in any form of political activity."
