Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been stabilised. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: positive announcements are released from various governments. Considerable effort is allocated on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a ability provided through up-to-date information. From witness perspectives, military aircraft that had been dispatched to counter approaching guided weapons flew past – advanced fighter aircraft supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems activated: several firings deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, probably delivered by Western nations. Every launch shakes the surroundings, rattling buildings. The brief panic quickly gives way to grim resignation: maybe the approaching threat won't cause damage this time, sparing the city from ruin and another blackout.
Ongoing Risks
Following this, a large-caliber weapon fired at a drone close by, part of a defensive team – probably allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its destination.
Periodically, this continued until dawn. Kyiv faced the early updates: seven people killed, destruction and utility failures in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's essential dependence on international aid – a need that European nations are clearly incapable to substitute in the immediate future.
Failed Diplomacy
The comprehensive proposal from Washington sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new initiative from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, certainly, continue.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration operates on a principle understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is unrealistic to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's south or east.
The issue is that while accepting these circumstances, American administration does little to discourage Russia, through words or deeds, from thinking that the status quo will not change more in its favour in the months ahead.
Opposing Positions
Therefore, Moscow is certain that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a complete military breakdown until conditions improve in its favour.
Current Realities
Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are becoming relevant: political desires to mediate resolution and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their focus does not shift toward domestic problems. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.
These opposing factors are guiding negotiations.
Conclusion and Outlook
It took a just a single week to eliminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on sustained allied backing.
